English term or phrase: hard start time
We recognize two types of start times – hard start time and scheduled start time.
You will be considered late based on your “hard start time”.
A hard start time means your Supervisor has allowed you more time to arrive to your designate work area before you are considered late.
If your Supervisor does not designate a hard start time, then your “scheduled start time” and “hard start time” are the same and no further grace period is allowed.

Dans certaines entreprises en Suisse, à ma connaissance dans le cadre d'un horaire flexible il peut y avoir des "heures bloquées", c'est-à-dire des heures où tout le monde dans l'entreprise doit vraiment être là. Peut-être que c'est lié ou semblable au concept que vous devez traduire ?
=> début des heures bloquées, début du temps bloqué, début de l'horaire bloqué...
