How to attract clients Feb 6, 2016

Hello, Maria,
I start to work as a freelancer from/ to Czech. I am receiving diferent offers, but as a non member of Proz-com and relative begginer on this site I am not sure how to reply well on these adverts or what initila rates ask for (per word or character) what may be usual. My level of knowledge is good, but as I begin, I am not sure what are the general expectations..Karolina
