You took the words out of my fingers. If they ask for the xliff files, then they can populate their own TMs ONLY with the work I did for that project. My TMs are off-limits for clients.

The CAT tool I primarly use, OmegaT, does this; it creates a project-specific TM in standard .tmx format, by default.
I send these, in general, with the target document(s) and my invoice upon completion of any project.

With the invoice attached to prevent any misunderstanding down the road, this is probably the most efficient of "return packages".
