A job was just posted with the following specs:

Required to take a test translation of 1,300 words
Rate between $0.01 - $0.02 (edit: not for the sample!)

Don't know if I should laugh, cry or just not care.

Edit: I should add it's for a 'dark romance novel' (72,000 words). Not that it makes a difference though

I read your post wrong, I thought they would pay $.02/word for the test translation, but it's for the entire 78K! I wish proz.com would not allow job postings that don't meet minimum requirements, or at least that I would not be notified of jobs that don't match my minimum rates. Now that I think of it... I thought I already had selected such setting.... Yup, this is all out there, increasing your awareness...

I got this email today from someone located in Palestine Feb 9, 2017

His initial email looks like this:

"I want to translate my project from English to
Chinese.
Can you do it ?
0.01 USD per word
nice to deal with you"

I decided to play with him, so I wrote him back saying "OK. Let me see the file so that I can tell you if I can do it or not".

I got this reply fro him:

"I will sent a test paragraph, please translate it to prove your ability to do it .
Then I will sent to you the proj

Are these people insane, or just scammers? I guess scammers are supposed to offer something much better, maybe 10 times of his price.

If this agency contacts 55 translators who are each tasked with providing a sample of approximately 1300 words, the entire book can be translated for free.

The entire project consists of 1,300 words. If not, they'll find enough people (not real translators!) to complete the job. Admittedly, I didn't read that job post. Still, nice try, and... better luck next time.

Next step would be to send back the "test" completely translated by GT and wait for their reactions...
I guess they will not realise it.

a deep contempt for colleagues ready to work for peanut skins. If there were no such "translators", there would not be such "assignment offers".

That'd be a lovely book to read, patch-work book. "Dark" romance novel indeed, the patch work would add an additional layer of darkness.

So about a year ago I applied for just such a project, in which I new I could give the best translation. I received several pretty long samples. I translated all of them. Some samples for editing had very bad mistakes, and I corrected them. I spend several hours (~5) of my time.
So what? You can guess. I did not get a job. I was very surprised.
Now I can see that these types of jobs advertised here periodically.
I do believe, that some translators use newbies (however, experts in the field) like me to "help" translating some specialized new technology texts.
